Title: Appraisal of Budget Allocation for Gilgit-Baltistan.

Written by: Asim Hussain Khan.

Introduction:

Gilgit-Baltistan is a charming region in the northern part of Pakistan, known for its picturesque scenery, rich cultural heritage and strategic importance.  However, like many other regions, it faces the challenge of limited financial resources. The question arises whether the budget allocated for Gilgit-Baltistan will be able to meet its developmental needs. In this article, we will examine the complexities of the appropriations budget, examine its implications, and explore possible strategies to meet the region's economic needs.

Budget allocation and its impact:

The budget allocated to Gilgit-Baltistan plays an important role in determining the direction of development of the region. Although the budget may be relatively limited, it is important to consider how effectively it is used. The main implications of this budget allocation can be seen from several angles:

Development of Infrastructure:

Infrastructure development, including roads, bridges and energy projects, is critical to improving connectivity and facilitating economic growth. However, with a limited budget, it becomes difficult to implement large-scale infrastructure projects within a reasonable time frame, as a result, the pace of development can be hindered, which affects various sectors such as Tourism, Trade  and Education can have serious implications.

Social Welfare and Human Development:

A major portion of the budget should be allocated for Social Welfare Programmes, Education, Health Care and Poverty alleviation initiatives.  However, with tight budgets, quality education, health care facilities, and poverty reduction programs may be compromised. It can hinder a region's progress towards achieving sustainable human development, inhibit the potential of its people and prevent social cohesion.

Economic Diversification and Job Creation:

Economic diversification is essential to reduce dependence on a single industry and promote long-term growth.  Gilgit-Baltistan has immense potential for sectors like Tourism, Agriculture and utilization of natural resources.  However, without adequate budgetary support, the necessary investments in infrastructure, training, and marketing may be inadequate. Consequently, the region may try but fail to capitalize on its economic potential and create employment opportunities for its growing population.

Overcome with Challenges:

A number of strategies can be considered to overcome the challenges posed by an extraordinary budget:

Better Public Private Partnership:
Collaboration between the public and private sectors can attract additional investment and expertise while effectively leveraging limited budgets.  Encouraging private sector participation in infrastructure development, tourism and other key sectors can provide a much-needed boost to the region's economy.

Prioritization and efficient allocation of resources:

A contingency budget requires complex prioritization and allocation of resources. Through a comprehensive needs assessment, the government can identify priority areas and allocate funds accordingly. Adoption of transparent and efficient financial management practices can ensure optimum utilization of available resources.

Advocacy for increased funding:

It is important for local authorities, community leaders and policy makers to advocate for increased funding for Gilgit-Baltistan, by highlighting the region's development needs, promoting its strategic importance, and showcasing success stories, it becomes more likely to attract attention and more budget allocations.

Conclusion:
Although this small budget allocation for Gilgit-Baltistan poses challenges, but it is not an insurmountable obstacle. With effective planning, resource allocation, and advocacy, it is possible to maximize the impact of available funds. Additionally, exploring innovative financing mechanisms, promoting public-private partnerships, and fostering local entrepreneurship can contribute to the region's sustainable development. By addressing these issues, Gilgit-Baltistan can unleash its true potential and provide a better future for its residents while preserving its natural beauty and cultural heritage.

In the valleys of Macmundo, this red liquid seeps out from within the ice in great abundance, until it flows into Lake Bonny.

Australian geologist "Thomas Griffith Taylor" discovered that this water should freeze but does not, even though the temperature at the site reaches minus 60 degrees.

The content of the lake is 3x times more saline than sea water and Iron is also very high. Bleeding occurs when salty, iron-rich lake water seeps into Lake Bonny through a fissure, and when it comes into contact with air, it oxidizes and turns red.

It should be remembered that this can only be seen by helicopter or cruise ship.
